A so-called scheme of arrangement for insolvent London-based insurer Highlands Insurance Co. (U.K.) Ltd. became effective last week, paving the way for direct policyholders to submit claims, and bringing resolution to a longstanding legal dispute between the insurer and its U.S.-based parent.
